Competition for WOCP Museum Entry at MWOCP Show

Suggested Rules for WOCP Museum Judging

All china presented for WOCP Museum selction must have benn painted in current year.
Seminar pieces may be displayed on the club table, but may not be entered as a Museum selection.
All china must be signed to be judged. The name of the artist should be covered during voting.
The artist must submit a signed release with each of the pieces to be voted on. A realistic value should be included, with awareness of the cost of insurance and shipping (see revised Michigan by-Laws rule on contract!)
Only pieces with a signed release will be numbered. The release should stay with the piece until it is numbered. A sticker will be affixed on pieces, which will not be voted on.
All clubs should abide by the time of set-up (Thursday, April 29th, 10am to 3pm). Once the voting begins, a late arrival might miss out on being selected.
There will be a cut-off time for voting to votes to be counted. Voting cut-off time: Friday 5pm. (Voting will be Friday, April 30th, 9 am to 5 pm).
All WOCP members must show a current membership card to receive a ballot or be on MWOCP current membership rolls. There will be 10 votes per ballot, but only one vote per peice. The vote will not count, if all votes are for one piece or name is not on the ballot.
The previous years Museum pieces should be displayed in an appropriate manner. These pieces can be picked up, in time, for new pieces to be setup for display.
The number of pieces to be sent to Museum for Michigan is 8.

MWOCP ByLAWS

BYLAWS of the Michigan World Organization of China Painters REVISED September 2006

ARTICLE I NAME

This organization shall be known as Michigan World Organization of China Painters. It shall be a member of the World Organization of China Painters.

ARTICLE II OBJECT The purpose of this Federation, as fully stated in the World Organization of China Painters Articles of Incorporation, are exclusively education, charitable and scientific: to become better artistis, connoissuers, and patrons of the fine art of China Painting.

ARTICLE III MEMBERSHIP
SECTION 1: Membership shall consists of club maintained by a state organization, provided that a club shall not be an official part of any other organization, and provided that its bylaws are consistent with the state and World Organization bylaws. SECTION 2: The newly fromed clubs shall be composed of at least six (6) persons.
SECTION 3: Associate Members: Individuals who are maintaining full membership, (World and State dues) are eligible to join other clubs as associates; having to pay only the individual club dues.

ARTICLE IV DUES
Individual dues will consist of World Organization of China Painters dues, $5.00 State dues (effective 06/2007) and Club dues. The fiscal year shall be June 1 to May 31.

ARTICLE V OFFICERS AND ELECTION
SECTION 1: The elected officers shall be President, First Vice President, Second Vice President, Recording Secretary, Corresponding Secretary, Treasurer, and Historian.
SECTION 2: The Parliamentarian, State Editor, and the Auditor shall be appointed by the President.
SECTION 3: A Nomination Committee of five (5) members shall be elected at each convention. They shall elect a slate of officers including First Vice President, Second Vice President, Recording Secretary, Corresponding Secretary, Treasurer, and Historian to present to membership at the convention.
SECTION 4: The officers shall be elected and installed during the convention. They shall serve two years.

ARTICLE VI DUTIES AND OFFICERS
SECTION 1: The President shall preside at the meetings of the Organization Board of Directors, shall have general direction of the Biennial Convention, appointing convention personnel, shall approve all checks to be written, shall be an ex-officio member of all committees except the Nominating Committee, shall with approval of the Executive Board appoint chairman of Standing Committees, and shall perform any other duties incident to the office.
SECTION 2: The First Vice President shall assist the President and perform the duties of the President in the absence of that officer. He/She shall perform such other duties as may be assigned by the board.
SECTION 3: The Second Vice President shall assist the First Vice President and perform the duties of the First Vice President in his/her absence. He/She shall automatically become the President at the close of the biennial meeting following the election. He/She shall be the second in command of the Biennial Convention, under the President.
SECTION 4: The Recording Secretary shall keep a permanent record of the proceedings of the Federation and the Board of Directors, in a book provided for that purpose. He/She shall have custody of all books and papers belonging to the Organization except those specifically assigned to other officers.
SECTION 5: The Corresponding Secretary shall conduct such correspondence of the Federation as authorized by the President or the Board of Directors and shall act a Recording Secretary in the absence of that officer.
SECTION 6 : The Treasurer shall collect all dues, keep an accurate account of all money received and disbursed and shall disburse no money except that which is authorized by the Board of Directors. The Treasurer’s accounts must be audited at the close of each two year term or sooner as needed, with a supplementary report containing convention expenses presented to the Board of Directors. He/She shall make an annual report to each club. Any disbursements in excess of $500.00 shall require Executive Board approval.
SECTION 7 : The Historian shall keep up to date the history of the Organization from its beginning and present it at the State Convention.
SECTION 8 : The Auditor shall audit the books.
SECTION 9 : The Parliamentarian shall attend all meeetings of the Organization and Boards of Directors and shall interpret parliamentary procedure when called upon.
SECTION 10 : The State Editor shall see that the Organization is given proper publicity, shall be the Chairperson of the Publicity Committee, and perform any other duties incident to the office.

ARTICLE VII BOARD OF DIRECTORS
SECTION 1: The Board of Directors shall consist of all elected and appointed officers and the chairperson of Standing Committees, and President or an alternate of each club.
SECTION 2: The Board shall meet two times a year and immediately preceding and at the close of each convention.
SECTION 3: The Board shall have general supervision of the business of the Organization between conventions.
SECTION 4: The Board shall fill vacancies in the Board occurring between elections.
SECTION 5: A majority of the Board of Directors shall constitute a quorum, two of whom shall be officers..
SECTION 6 : The Executive Board shall consist of the elected officers and the Convention Chairperson. They shall make recommendations for approval by the Boards of Directors.

ARTICLE VIII COMMITTEES
SECTION 1: There are six standing committees: A. Extension and Membership B. Bylaws C. Budget and Finance D. Yearbook E. Publicity F. Convention and Exhibit
SECTION 2: The number of committes and method of appointing each shall be determined by the Boards of Directors. Voting within committees may be by mail.
SECTION 3: The duties of each committee shall be as follows:
A. The Extension and Membership Committee shall promote membership in the State Organization and present club qualifications to the Board of Directors.
B. The Bylaws Committee shall, at the request (written) of any two member clubs, amend or revise in proper form, the Bylaws of the Organization. It shall cause copies to be sent to the clubs 60 days in advance of the convention, at which time they shall be read and acted upon.
C. The Budget and Finance Committee shall draw up a budget fgor the fiscal year to be approved by the Board of Directors.
D. The Yearbook Committee shall have printed a suitable yearbook for the use of all clubs. This book shall contain a complete roster of the affliliated clubs and their members and any information considered pertinent to the welfare and growth of the Organization, as directed upon by the Board of Directors. This book shall be financed by the Organization.
E. The Publicity Committee shall be made up of one member from each club who will see that the Organization and their clubs are given proper publicity.
F. The Convention and Exhibit Committee shall be responsible for convention arrangements. The committee shall consist of MWOCP President, Second Vice President & Treasurer as well as the club Vice Presidents or their designee.

ARTICLE IX CONVENTION
SECTION 1: The location choice for the next convention shall be selected by a committee appointed by the President and shall be presented to President prior to the fall Board of Directors meeting, immediately following the Biennial Convention.
SECTION 2: The voting members of the conventions shall be:
A. The members of the the Board of Directors and Chairperson of Standing Committees.
B. Two members in good standing shall be elected as delegates from each club having six (6) members and one additional delegate for each additional six (6) members or major fractions thereof.
SECTION 3: Any member of the Michigan World Organization of China Painters Club is invited to come to the Convention as a non-voting person.
SECTION 4: The regular convention shall be the governing body of the State Organization and shall be open to all member clubs.
SECTION 5: A quorum shall be a majority of the registered voting members.
SECTION 6 : Convention business shall include a, but not be limited to:
A. Election of nominating committee, ( See Art. 5, Section 3.)
B. Appointment of the Convention Site Committee; whose responsibility is to locate a site for the convention 4 years in lthe future.

ARTICLE X WOCP MUSEUM COMPETITION
SECTION 1: The museum competition will be held annually at the:
A. MWOCP Convention and in the opposite year at the.
B. Spring Board Meeting.
SECTION 2: All MWOCP members shall be eligible to enter their painted porcelain (glazed or unglazed) into the museum competition. The following criteria must be met:
A. All china presented for WOCP museum selection must have been painted since last competition, must be original and must be work of the artist.
B. The artist must sign all china. The name of the artist shall be covered during voting.
C. Seminar pieces may be on display, but are not eligible to be entered as Museum competition piece.
D. The artist must submit a signed release with each of the pieces to be voted on. A realistic value should be included, with an awareness of the cost of shipping and insurance.
E. Entry pieces that exceed an of the following paramters will be charged a $5.00 shipping and handling fee, submitted with the signed release and refundable if not chosen to send to WOCP museum:
1. Insured value in excess of $250.00.
2. Larger than 18” X 18” X 18”. 3. Weighing more than 5 pounds.
SECTION 3: All WOCP members are eligible to vote in museum competition.

ARTICLE XI WOCP JUNIOR CHINA PAINTERS
SECTION 1: The Junior China Painters museum competition will be held annually at the:
A. MWOCP Convention and in the opposite year at the
B. Spring Board Meeting.
SECTION 2: Any youth between the ages of six (6) and seventeen (17) is eligible to enter their painted porcelain (glazed or unglazed) into the competition. The following criteria must be met:
A. All china presented for youth competition must have been painted since last competition, must be original and must be work of the artist.
B. The artist must sign all porcelain. The name of the artist shall be covered during voting.
C. The artist must submit a signed release with each of the pieces to be voted on, A realistic value should be included, with an awareness of the cost of shipping and insurance.
D. A $1.00 entry fee will be assessed for each entry, payable to MWOCP. This will entitle them to be an honorary WOCP membership Card of the State of Michigan. Cards to be provided by the State.
E. The Junior China Painters will not be members of a club, and may not attend the State Club meetings, unless the State Clubs vote to have the youth members attend.
F. A ribbon or certificate provided by the state will be presented to each participant.
SECTION 3: Divisions for the Junior China Painters museum competition will be as follows:
A. Junior China Painters’ china will be voted on in the following age groups: 1. 6-8 years of age. 2. 9-12 years of age. 3. 13-17 years of age.
B. The WOCP museum will accept three (3) pieces, one from each group, to be shipped to the museum with the regular State Display, to remain in the Museum for one year.
C. Younger china painters may display porcelain, but only the age groups indicated will be eligible for voting.
SECTION 4: The state will provide ballots for the voting on the youth display of china. Anyone who attends the show is eligible to vote on the Junior China Painters’ display, not just WOCP Members.

ARTICLE XII PARLIAMENT AUTHORITY The rules contained in Robert’s Rules of Order, Revised, shall govern this Organization.

ARTICLE XIII AMENDMENTS These Bylaws may be amended or revised by two-thirds vote of the eligible delegates, in Convention gathered, provided each club is informed in writing of the proposed amendments or revision at least 60 days before the Convention. The State Organization being the home club on all clubs. Club Bylaws must conform to State Bylaws. All State Federation Bylaws must conform to the Bylaws of the World Organization of China Painters.

ARTICLE XIV DISSOLUTION – WTHDRAWAL
SECTION 1: In the event of a withdrawal or expulsion from the Federation from the World Organization or the dissolution of this Federation (or any of its club), all remaining assets including the club and the chartered name shall be paid over to the World Organization, the funds to be held in a special account for a period of one year. The charter and the name can no longer be used. As few as six (6) members can keep the club intact. If no reorganization can be made, at the end of one year the funds held in the special account shall be permanently contributed for advancing the educational purposes of the World Organization. SECTION 2: At no time, in no event may the funds or assets of the Federation, or any of its member clubs inure incidentally or otherwise to the benefit of any private individual member or members.
SECTION 3: Rights of a Minority. The rights to continue this organization for the purpose stated belongs to each and every single club in the Federation and to as few as six (6) members in each local club. So long as a few as one (1) club continues in existence the Federation continues with the use of the assets of the Federation. So long as there are as few as six (6) active members of a local club in sympathy with the stated purposes, the club may continue with the full right to use the club’s assets.
